In my opinion (strictly in my opinion), !CommandMeasureGroup makes not too much sense, because the !CommandMeasure bang can have extremely much type of arguments, depending on what is it used for. Applying the !CommandMeasure in a not proper way may result in error messages in log. So it's not a good idea to have a !CommandMeasureGroup bang which easily will be applied in a not supported way, resulting in error messages. There are external plugins like HotKey that need to have a considerable amount of measures to configure a full set of functions.
On my recent tests to enable\disable them on demand there's the need to write a considerable amount of !CommandMeasure bangs that well, the lines can get somewhat long.
I think a [!CommandMeasureGroup "HotKey" "Stop"] and [!CommandMeasureGroup "HotKey" "Start"] would be good to have for these kind of situations.
But let's see what devs say about this question.
